A Katy man was arrested and charged with violating a promise to appear, violate d.l. restriction, failure to maintain financial responsibility (no insurance), driving without or with an expired inspection sticker and driving with expired registration on May 29, 2011, the Harris County Sheriff's Office reported. Keith Gibbens Leland, 25 years old, was booked at the Harris County Jail on May 29, 2011 and is facing misdemeanor charges. He resides at 3746 Brighton Spring.
