The following marriage licenses were issued in Katy in November.   A marriage license for Davis Randolph III and Monica Eng Chan was issued by Kenneth S.F. Cannata on Nov. 16. They were married on Dec. 6.   A marriage license for Rohollah Abdollah-Pour and Zoha Nasizadeh was issued by Chulam H.F. Shabbiri on Nov. 15. They were married on Nov. 16.   A marriage license for Jose Rudy Canizales and Itzalia Faridez Henry was issued on Nov. 15 by Ruben F. Cols. The couple was married on Nov. 20.   On Nov. 15, a marriage license for Dennis Wayne Rouse and Emilia C. Oxley was issued by Simon F. Cruz. The couple was married on Nov. 19.   On Nov. 15, a marriage license for Jimmy F. Battle and Rosina Banks was issued by Gordon F. Thomas. The couple was married on Nov. 21.   On Nov. 15, a marriage license for Scott Michael Corbett and Valerie Solis was issued by Russ. F. Ridgway. The couple was married on Nov. 18.
